1. THIS ALCOAST ANNOUNCES THE PROCESS FOR THE ISSUE OF THE ODU, ITS
MANNER OF WEAR, AND THE PRIORITY IN WHICH IT WILL BE ISSUED TO ALL COAST
GUARD UNITS...

B. ...DUE TO THE INITIALLY LIMITED QUANTITIES AVAILABLE, ODU SALES TO
COAST GUARD AUXILIARY PERSONNEL WILL BE DELAYED UNTIL SUFFICIENT STOCK
IS ON HAND. IN THE WORST-CASE SCENARIO, ODU SALES TO AUXILIARY PERSONNEL
WOULD BEGIN AFTER THE END OF FISCAL YEAR 2004, WHEN THE INITIAL
DISTRIBUTION TO ACTIVE DUTY AND RESERVE MEMBERS IS COMPLETE....
